West Plains Subarea Transportation Management Plan – Practical Solutions Workshop/Lab

Practical Solution Workshop/Lab

A two-day Practical Solutions workshop was held virtually, March 31, 2021 and April 6, 2021.  The workshop was facilitated by WSDOT headquarters and WSDOT Eastern Region.  The purpose of the workshop was to provide technical guidance by Subject Matter Experts in each category based on performance measures that would be further evaluated for the study.

The Technical Advisory Team and Subject Matter Experts developed Practical Solution strategies for the West Plains Subarea Transportation Management Plan Study, Planning phase, looking at Practical Solution strategies for the corridor;  Safety, Freight, Environmental, Equity, Active Transportation, Public Transit/Commute Trip Reduction, WSDOT ITS West Plains Architecture Plan, and the Transportation Systems Management and Operations (TSMO).  The goal of the workshop was to collaboratively, develop strategies to improve mobility and safety along the US 2 corridor. See the combined two-day Powerpoint Presentation below.

Practical Solution Evaluation Framework

The Practical Solutions Workshop/Lab strategies were based on outcomes from the full two day workshop for the West Plains Subarea Transportation Management Plan Study, in the “planning phase”.

The Performance Goals were developed in coordination with the Practical Solutions strategies that came from the Practical Solutions Workshop/Lab.  The “Performance Goals” are listed as follows:

  • East-West Mobility/Reliability/Resiliency, Freight and Vehicle
  • Multi-Modal Mobility & Connectivity
  • Access to Destinations
  • Safety
  • Equity
  • Quality of Life

The Practical Solutions strategies for the corridor were aggregated into the following categories:

  • Safety, Freight
  • Environmental
  • Equity
  • Active Transportation
  • Public Transit/Commute Trip Reduction
  • WSDOT ITS West Plains Architecture Plan
  • Transportation Systems Management and Operations (TSMO).

The end goal of the workshop was to collaboratively, develop strategies that would then be evaluated using “Performance Measure Goals” to develop low cost Practical Solution strategies in order to improve mobility and safety along the US 2 corridor. See the combined two-day Powerpoint Presentation below.

Definitions were defined for each Performance Goal for understanding in order to rate the strategies against the Performance Goals.  The definition table is shown below.

Rating the Performance Measure Evaluation Strategies

After the Practical Solutions Workshop/Lab strategies a Survey Monkey survey was developed and sent out to the Technical Advisory Team in order to rate the strategies against the Performance measure Goals which will identify which strategies would be higher performing.  Higher performing strategies that improve mobility and safety along the US 2 corridor, will be documented as a plan in the study, and may be implemented when funding becomes available.
