Washington state’s 2025-2029 Commute Trip Reduction Plan provides an overview of the progress and impact of the Commute Trip Reduction law. The Transportation Demand Management (TDM) Technical Committee develops the State Commute Trip Reduction (CTR) Plan every four years: RCW 70A.15.4060(3). WSDOT is requesting partner and public feedback on this plan to inform outcomes and actions for the State CTR Program.

The 2025-2029 State CTR Plan is an update of the 2019-2023 TDM Strategic Plan goal 1: increase the use of high-efficiency transportation options for commute. The plan also incorporates emerging trends that examine changes in the transportation environment since the increase in remote work. The plan also draws from the 2024 Equity Study and reflects updated outcomes like:
- Expand the commute trip reduction market to lessen the transportation burden of essential workers and historically underserved populations.
- Seek development of new funding and grant opportunities to expand and support transportation demand management programs beyond commute trip reduction affected populations.
- Integrate principles of equitable funding distribution and grant design.
