Meet the local Skanska crew who will help deliver the Portage Bay Bridge and Roanoke Lid Project

On March 11, 2024, WSDOT awarded the contract to Skanska. Skanska has teamed up with AECOM as the lead designer to complete this design-build project. Over a 25-year partnership, Skanska and AECOM have collaborated on 38 heavy civil construction projects worth $8.5 billion. Their joint expertise includes highway construction, signature bridges, complex interchange work and marine highway infrastructure.

This project was awarded as a design-build contract, which means WSDOT completed the preliminary design of the project and then put out a bid to find a contractor to complete the final design and construct the project.

Key advantages to the design-build process include:

  • The designer and builder can closely collaborate at the same time. As a result, complicated projects find innovative solutions faster.
  • This design-and-build collaboration saves time and can significantly shorten the overall project timeline.

WSDOT is committed to providing equitable contracting opportunities to minority-owned, women-owned, veteran-owned and disadvantaged small businesses (MSVWBEs).
