What changes are being considered?

The I-405 and SR 167 express toll lanes use dynamic tolling, meaning the price to travel in the lanes varies based on real-time traffic conditions. Rates currently range from a minimum of $1 to the maximum of $15. Carpoolers can use the lanes for free, provided they meet the occupancy requirements for the time of day.

The Commission is assessing a variety of possible changes to ensure the I-405 and SR 167 express toll lanes operate as a seamless 50-mile corridor, with consistent rules and requirements. Below are some changes currently being considered.

Raising the maximum toll rate from $15 to $18:

  • Maximum toll rates are set to ensure those who use the tolled lanes see time savings over the general-purpose lanes.
  • When the toll rates hit the maximum, we no longer have the ability to adjust rates in a way that ensures drivers using the tolled lanes will have a faster, more reliable trip.
  • Increasing the maximum toll rate would provide more leeway for the system to maintain a reliable travel speed in the tolled lanes, with some drivers choosing to adjust the way they commute (joining a carpool, taking transit, or choosing the general purpose lanes) based on the price.

Bringing weekend tolling to the entire express toll lane corridor:

  • Weekends are currently free on the tolled lanes of I-405, while drivers are charged a toll on weekends for using the tolled lanes on SR 167.
  • A possible change to this would be to make rules consistent, which would reduce confusion for travelers, and help support the maintenance of reliable travel speeds in the entire express toll lane corridor.
  • Including weekend tolls on both the I-405 and SR 167 tolled lanes would help contribute much needed revenues to support corridor maintenance and planned corridor improvements.

Modifying current carpool requirements to travel toll free:

  • Currently, SR 167 requires a carpool of two or more people to travel toll free in the tolled lanes at all times. On I-405, the carpool requirement varies by time of day, where three or more people are required during peak hours (5 - 9 a.m., and 3 - 8 p.m.), and only two are required in off-peak hours (9 a.m. - 3 p.m.).
  • A possible change to bring consistency along the entire corridor would be to require HOVs be three or more people on both I-405 and SR 167 during peak hours.
  • Peak hours could possibly be extended by one hour in the morning and afternoon.
  • Consistent rules mean drivers won't need to memorize different rules depending on where along the corridor they are. It also means they won't need to change their Flex Pass as they travel along the corridor.
