US 2 Trestle Capacity Improvements & Westbound Trestle Replacement

The US 2 trestle in Snohomish County is the only direct route across the Snohomish River between eastern Snohomish County and the Interstate 5 (I-5) corridor and Everett. In partnership with the Federal Highway Administration, WSDOT is completing a federal Planning and Environmental Linkages (PEL) study of the US 2 trestle and a section of I-5. Consistent with 23 U.S.C.168, this PEL Study intends to adopt the Purpose and Need statement into the future National Environmental Policy Act review process.

The goals of this online open house are to:

  • Help us understand your experience traveling on or near the US 2 trestle and
  • Gather feedback on the draft Purpose & Need statement.

Since 2009, a series of planning studies identified a need for improvements to the US 2 westbound trestle, most recently the US 2 Westbound Trestle Study. In this 2021 report, WSDOT concluded that trestle traffic issues would continue if the westbound trestle was replaced without addressing the bottleneck at I-5. The report also recommended that a future study:

  • Expand the study area to include a section of I-5 and areas east of the trestle.
  • Evaluate multimodal mobility, including transit, high occupancy vehicles, and active transportation like walking, rolling, and cycling, within the expanded study area. 
  • Continue engagement with tribes, agencies, and community groups and organizations throughout the process.

In 2022, the Washington State Legislature authorized funding for the US 2 Trestle Capacity Improvements and Westbound Trestle Replacement to study the 2021 recommendations. We will also consider findings from the City of Everett’s I-5/US 2 Interchange Planning Study which evaluated alternatives to redesign the interchange and connections to city streets.

Study area and timeline

Following legislative direction, this federal PEL Study considers a preliminary study area that includes the US 2 trestle, I-5 from Marysville to south Everett, and a portion of SR 9. The final report is anticipated in fall 2025, with public engagement throughout the process.

Community listening sessions

From January to April 2024, WSDOT spoke with representatives from 15 community-based organizations to understand how people, especially vulnerable populations and overburdened communities, travel on or around the US 2 trestle. We heard that:

  • Those who use the trestle experience heavy and routine traffic bottlenecks on and around the trestle, especially during the morning and afternoon commutes.
  • Trestle related back-ups affect other highways and roads in the study area that feed into I-5, especially during the morning and afternoon commutes.
  • With few alternatives, those on the east side rely on the trestle to access the I-5 corridor for medical needs, jobs, and recreation.
  • The existing bike facilities to access the two-way path on the eastbound trestle are perceived as dangerous, even for experienced cyclists.
  • Transit service to cross the trestle is unappealing, both in frequency and time of day. Access to park and rides and options like on-demand transit are appealing.
