The SR 167 Completion Project builds 6 miles of new tolled expressway between Puyallup and the Port of Tacoma. The new expressway will be completed in stages. The first stage of work completed the new Wapato Way East bridge and SR 99 roundabout in Fife. The second stage of work builds the expressway portion between I-5 and the Port of Tacoma and is scheduled to open in 2026. Work on the third stage between SR 161/North Meridan Avenue and SR 410 began in spring 2025. Construction work on the last stage between the Puyallup Recreation Center and I-5 will begin in 2026. The entire project is planned for completion by 2029.
Through this project, WSDOT will also build 8 miles of a new 12-mile multi-use trail, called the spuyaləpabš Trail, between Puyallup and Tacoma. Once complete in 2029, the trail will feature artwork by Coast Salish artists in several locations.
The SR 167 Completion Project provides additional options for all travelers, including new access to I-5 in Fife, access to SR 509 in Tacoma, and improved connections between I-5, SR 167, SR 161, SR 512 and SR 410 in Puyallup. WSDOT will build 8 miles of a new 12-mile multi-use trail, and complete over 260 acres of environmental and stream improvements.
Stage 2a timeline
The SR 167/SR 161 to SR 410 – Rebuild Interchange Project (Stage 2a) is the third of four construction projects to build the SR 167 Completion Project. Construction on stage 2a began in spring 2025 and is anticipated for completion in 2027.

What is the Gateway Program?
The SR 167 Completion Project is part of the Puget Sound Gateway Program, which also includes the SR 509 Completion Project in South King County. Together these projects will help truck traffic move more efficiently and ease congestion throughout the Puget Sound region. These improvements will enhance the state’s economic competitiveness, both nationally and globally, connecting the state’s largest ports to key distribution centers in King and Pierce counties.
Delivering the SR 167 and SR 509 Completion projects under one program allows WSDOT to maximize efficiencies in planning, environmental review, design, and construction.
