What is included in the stage 2a project?

Key features of the SR 167/SR 161 to SR 410 – Rebuild Interchange Project (stage 2a) include:

A new diverging diamond interchange at SR 167 and SR 161/North Meridian Avenue

The new diverging diamond interchange at SR 167 and SR 161/North Meridian Avenue will provide new connections between SR 167, SR 161, SR 512 and SR 410.

Contractor crews working for WSDOT will build a new diverging diamond interchange at SR 167 and SR 161/North Meridian Avenue. The new interchange will connect SR 161 with SR 167 to the east and create new connections to SR 512 and SR 410.

By late 2027, the east half of the new interchange will be open to traffic traveling on SR 161/North Meridian Avenue, North Levee Road and SR 167 east of North Meridian Avenue. In 2029, the remainder of the diverging diamond interchange will open. This will allow people to access the new SR 167 expressway west of North Meridian Avenue providing direct connections to I-5 and SR 509 into downtown Tacoma.

SR 167 improvements between SR 410 and SR 161/North Meridian Avenue

WSDOT will build two new SR 167 mainline bridges during stage 2a construction over both North Meridian and Milwaukee Avenue.

WSDOT will build new bridges over both North Meridian and Milwaukee Avenues. The new SR 167 bridge over Milwaukee Avenue East will open to travelers by 2029. Drivers will be able to use the new SR 167 expressway bridge over North Meridian Avenue when the final project (stage 2b) is completed.

Crews will also widen approximately 1.8 miles of existing highway between SR 161/North Meridian Avenue and SR 410. This allows crews to transform portions of the existing median into two continuous lanes in each direction. These new lanes will open to traffic in 2029, when the final section of the expressway between the Puyallup Recreation Center and I-5 is completed.

SR 167 Expressway construction between North Meridian Avenue and the Puyallup Recreation Center

WSDOT will build new embankments between the Puyallup Recreation Center and SR 410 to support construction of the new expressway, diverging diamond interchange and roadway widening between SR 161/North Meridian Avenue and SR 410.

WSDOT will place approximately 250,000 cubic yards of soil to build new embankments between the Puyallup Recreation Center and SR 410. The embankments will support the future diverging diamond interchange, construction of the future SR 167 expressway, and highway widening.

Construction crews will build a portion of the new SR 167 expressway between North Meridian Avenue and the Puyallup Recreation Center during stage 2a. This segment of SR 167 will open to traffic in 2029 after the final segment of the expressway is completed during stage 2b.

WSDOT will build a portion of the spuyaləpabš Trail between the Puyallup Recreation Center and North Levee Road during stage 2a construction.

WSDOT is building 8 miles of a new 12-mile multi-use trail, called the spuyaləpabš Trail, between Alexander Avenue East in Tacoma and North Meridian Avenue in Puyallup. During the stage 2a project, crews will build a segment of the trail from the Puyallup Recreation Center to North Meridian Avenue. This new portion of the trail will include connections to the Puyallup Recreation Center and Riverwalk Trail.

Demolition of the old Puyallup River steel truss bridge

WSDOT will demolish the historic 1925 Puyallup River steel truss bridge and preserve a portion to incorporate it as a heritage marker along the spuyaləpabš Trail.

The old Puyallup River steel truss bridge was built in 1925 and served travelers for nine decades before being decommissioned to traffic. During the stage 2a project, WSDOT will demolish the bridge and preserve a portion for use as a heritage marker on the spuyaləpabš Trail near North Meridian Avenue.

Other local road improvements

Crews will widen North Meridian Avenue in 2026 and create a new left turn lane onto East Stewart Avenue. This work will improve traffic flow for drivers traveling south on North Meridian Avenue.

Crews will widen existing ramps connecting Pioneer Way and SR 512 to include a metered shoulder lane and new ramp meters as early as summer 2026. This work will help improve traffic flow on SR 512 and Pioneer Way.

Crews will also widen a portion of North Meridian Avenue south of the Puyallup River. By fall 2027, the southbound right turn lane from the Puyallup River bridge to the Fred Meyer entrance will be completed, including a new sidewalk, utilities and landscaping.
