In 2024–25 we studied how to make SR 141 between Bingen and White Salmon more comfortable for those who walk, bike, drive and use transit. The public gave us feedback and we created a Complete Streets design that addressed the comments we received. We expected to start construction in 2026, but due to a state budget shortage the project is currently unfunded. We estimate work to begin between 2029–33 or sooner if funding becomes available.

For this study, we needed to bring the “Level of Traffic Stress” on SR 141 down from its current level (3-4, high stress) to 2 (lower stress). This segment of SR 141 is currently “high stress” because it carries lots of cars at medium to high speeds, without many options for people who are walking, biking, or rolling. The new designs will add features so that the road feels comfortable for people of all ages and abilities.
See an example below.

Feedback from Summer 2024
Last summer we shared design options and got feedback on the Complete Streets design through the comments people submitted during the public open house and through the online survey.
This is what we heard.

How the Design Evolved Over the Past Year
For the Downtown Areas
We designed three options for the downtown areas, considered the public’s feedback and took the best features of each to create the final design. See below.

For the Area Between the Cities
We designed two options for the area between the two cities, considered the public’s feedback and took the best features of each to create the final design. See below.
