Process to date

WSDOT leadership directed the statewide planning team to create a 20-year plan that defines what types of investment will provide the performance we want at the lowest cost.

Assess needs

The first step in the scenario process was to identify and develop background information that would help inform the process. This step was shaped by our vision for state highways, reasonably anticipated revenues, and WSDOT program needs.

Identify and develop scenarios

The second step was to identify and develop a range of transportation investment scenarios that we could explore in the plan. Each scenario identified different ways that funding could be allocated between and within three program groups:

  • Preservation and maintenance
  • Safety and efficiency
  • Highway expansion

We explored intermediate scenarios with different levels of funding to help understand the implications of a range of investment choices and priorities.
